At around 2AM CDT on 9/10/2012, a thread was made on /b/ with the title of "Creepy phone numbers thread" and originally was suppose to be a thread discussing creepy numbers and incidents associated with those creepy numbers. The attached number to the post was a number based out of Colorado and is (303)-309-0004. Upon calling this number, an automated prompt answers your call and asks for a passkey. There's been many speculations on what the passkey's are, (for instance, OTP which is One-Time-Pad, which is basically a log filled with sets of numbers corresponding with another set of numbers in another pad) but nobody has figured it out yet and we continue to use random passkeys. Now, when you do get passed the initial automated prompt, another prompt answers and redirects you off to yet another automated prompt. The second prompt echos out a normal sentence and at the end of the sentence is "TWC28", and then you get transfered to the "Number prompt" as we will now call it. This number prompt is an automated voice that echos out a sequence of numbers that are encrypted in ASCII and can be decoded easily back to text. Now the only thing is, we don't know for sure what or why all of this is happening or anything about the number, we just know what it's doing. These sequence of numbers can be decoded into text and contain information such as coordinates. We haven't figured out what these coordinates go to or what they are used for, but for any given coordinate, it is given an identifier. The current identifiers we've been able to decode is TROOP, AGENT, SUPPLY, SHIP, and AIRCFT. The coordinates trace back all over the northern United States, and even into Russia, Libya, China and over the ocean. We're still trying to figure all this out.

A: #operationcreepy is a channel on Freenode created
after #otp22 went into +m mode on 9/11/2012, by a group
                 of kids, raging about it.
Not only that, but this supposed "Operation Creepy"

Q: How did you come up with the name "OTP22?"
A: First thing that came to mind, really.
O.T.P. stands for One Time Pad, which is explained
above further. The "22" was just the first thing that
                     popped into my mind.

At 29:14 in the video, you can hear what sounds to be a real person say, "Press star for immediate TSA page". He mentions TSA. TSA is Airport Security. But could also mean something else like Time Slot Assignment. Worth mentioning.

Another thing worth mentioning, take note that in 28:58 of the #OTP22 video, the automated male prompt says, "This ***** has been compromised". Logically, you could just assume he was saying "code" but upon further inspection, he could have been saying COA which stands for tons of things: Course Of Action, Central Operating Authority, Conditions of Access, and Condition of Approval. Now imagine him saying, "This Condition Of Approval has been compromised". It's in a completely logical context and is definitely worth consideration.

I did some calling of that number on a landline and a cellphone to check the calls against the ones of my VOIP program and noticed the same voice manipulations of speeding up and pitch changes and stuff, even on the landline. This number is possibly ran through a VOIP client? It could also just be an older TTS program and thus that's what's causing the manipulation.

The condition codes, as of 3PM CDT 9/11/2012, have cycled through ORANGE, RED, AND BLUE/WHITE. In addition to these condition codes we've been receiving, we've now been discovering situation codes. As of the morning of 9/11/2012, the line went into condition orange/situation omega. A few hours pasted, and is now in condition orange/situation delta.

There's also been some talk within the irc that the line is serviced by Global Crossing, because they service the 303-309 npa/exchange and thus, possibly, the number in question. Here's the full address of the company:
>Global Crossing
>950 17TH STREET, SUITE 1100
>Aurora, Colorado
>CLLI code: DNVRCOGF

Since the night of 9/11/2012, the condition status was changed from the previous "Condition Orange", to "Condition Red". This "Condition scale" is believed to be some type of warning method used by the government to calculate a risk factor of a terrorist attack on the United States. Red is the highest; the one we are in now. Referenced here: http://americancityandcounty.com/security/state-local/threat_condition_orange_2

At 2:15AM CDT, on 9/11/2012, the condition status changed to "Condition Blue/White". Much speculation is currently ensuing about this, but the abrupt change could possibly mean they are servicing the line or trying to figure something out/fix something. Worth mentioning. Referenced here: http://vocaroo.com/i/s0LXkXc8SpFr

A user in the irc also brought up that the information given at this site (http://americancityandcounty.com/security/state-local/threat_condition_orange_2), does not match the "Condition White" the prompt is returning now. Possibly not a threat level indicator after all?

The id of 9696 which used to work, and was not compromised, was now found by a user in the irc to be compromised, giving the same error return and set of prompts as the original compromised number; 229443. 229443 and 9696 now echo back the same prompts, and the same "40CH" passcode is given off both of the compromised passkeys.

A link between the "salt" numbers given at the end of every transmission, and the "salt" used in crptography, are still to discovered. Referenced here: http://en.wikipedia.org/wiki/Salt_(cryptography)

Worth mentioning that apparently Level3 Communications took over ownership of Global Crossings. Same stuff applies, except now with the added information that Level3 Communications apparently owns the line.

(X) At 2:45AM CDT, on 9/11/2012, Pastebin has been under attack by heavy DDoS and is currently down. (X)
>Pastebin came back up at around 3:15PM CDT on 9/11/2012.

The only references found to MELTER1 and MELTER2 are radioactive disposal ships for the DOE; specifically Defense waste processing. Owned by a company called Savanah River Remediations. The have an office in Colorado and additionally many waste disposal sites in Alaska.

Up until 1PM CDT, on 9/11/2012, pressing only * for an agent code would work and would send you through to the number bot. Up until now that is. Take note that when this worked, the number was in Condition Blue/Condition White; which could have only meant it was being worked on or having maintenance done on it. And since it was kicked out of blue/white, pressing only * for an agent code now does not work; only strengthing the theory that blue/white meant the line was being worked on or serviced.

Apparently some anon went to the TROOP coord at 28.8420 -96.7782 and that's the house he came up to.

It has been brought to our attention that the Federal Bureau of Investigation and the National Security Agency have been contacted and given the information of this pastebin and #otp22's irc channel on Freenode. We currently have backup names, backup channels, and a backup uploading protocol on standby. If they take this down, we will be back up within a few hours.

As of 11:40PM CDT, on 9/11/2012, the initial prompt has now stated "Condition Red, Bogey/Condition Red, Bogey. Situation Delta". So not only has the condition code moved up to red, but the addition of "Bogey" has been appended. Currently speculating what "Bogey" could mean, and why it changed.
>See: http://vocaroo.com/i/s0uthTp5xbyW

As of on 9/12/2012, OTP22 now has a domain owned by a user in the irc that goes by the nickname "mwally". It's simply a dirct iframe to the pastebin, but it's a domain and it's worth mentioning.
>See: http://otp22.com

At around 3AM CDT, on 9/12/2012, we decoded a message of a ship going by the name of MELTER3. We then found out about 2 Russian MIGS, that soon shot down and sunk MELTER3. See the raw ship info for the raw noloc message of MELTER3. The ships we've currently found out about are 6.

At around midnight on 9/12/2012, a user within the irc brought to our attention that the line could possibly be related to a POTS-line PBX system, due to the "TWC28" message. I don't know much about PBX, so I am simply stating what has been found. Worth mentioning.

Currently investigating the agent codes 99284 and 99286. 99284 returns SSTV code, which is basically an image within the sound frequencies, which can then be decoded into images. We think the images decoded are coming from a satellite.
>See: http://i.imgur.com/4GthU.jpg
>Decoded from: http://vocaroo.com/i/s0u1cK6WcRJL

The 99286 agent code returns NATO phonetic alphabet letters, possibly from an OTP.

A very nice user within the irc, that goes by "mwally1" (the same user that bought http://otp22.com), has desinged a computer system that automatically calls the number in question using agent code 888, every hour, and he wrote a sweet guide on how to use the data (with a template) to create super-sexy reports.

Current disproved theories (marked with an X):
(X)At the end of every call, the automated prompt echos "salt x" where x is a random number that varies from each call. We haven't figured out the significance of this, but I thought it was worth mentioning.(X)
>See: http://en.wikipedia.org/wiki/Salt_(cryptography)

(X) After the first initial automated prompt, another automated voice comes along and at the end of her transmission says "TWC28", TWC stands for The Weather Channel, which just so happens to be on channel 28 down here in the Texas panhandle. Worth mentioning. (X)

The Weather Channel theory has been proven wrong. Recently in the irc, it was brought to our attention that TWC stands for Time Warner Cable, the company that recorded the "Please stay on the line for the next available circuit" message, as seen in the video countless times, and referenced here: http://www.payphone-directory.org/sounds/wav/clec/twc28.wav and here http://www.payphone-directory.org/sounds.html
